Meh, just use a long seatpost; it's not really a structural deformity.
Throw the Gios away as its scrap and build up the other one
I confess I did that drilling out a seatpost that hadn't moved for twenty years, it's A1 apart from that.

It's not a structural deformity; it's a hole in the downtube. The seatpost is anchored above there and is supported by the toptube and seat stays far more than the downtube.
I'd ride it.
It might leak 🙂
Found a man that's going to repair it for free, just need paint. That's made my day.
