I think the designer basically copied the Transition Bandit design.

Smokey and the Bandit III - they couldn't get Burt Reynolds to do more than a cameo, so in the released version Snowman ends up being the Bandit, although only after a lot of reshoots - originally Smokey (Sheriff Buford T Justice) WAS the Bandit.
