I'm not sure whether to go for a new bike or just get a decent set of wheels for my current Cube Nuroad Pro which I enjoy riding.

I'm looking at a wheelset, 700c up to max 40mm wide, bolt thru axles 12mm and a budget of around £450ish. 70% road stuff, then gravel etc.

So far I have been looking at getting the Scribe wheels, any others worth looking at before I push the button?

Your budget gets you 350 hubs on the wheelset above. Merlin also has other options.
