I thought that at first, but it's only ~33.7mm inner diameter. From what I've read I'd be looking at 41mm for press fit.

I would talk to a frame builder rather than an LBS as you need to cut a new thread rather than just chase-out an existing one. Getting-it lined-up square is absolutely essential.
The taps most LBS have will be for clearing existing threads, not cutting from scratch.I'd send it back as faulty.
Yeah, ebay purchase not from planet x though. Getting returned now unfortunately.
