friend is after a flat barred road biased bike.
what is there worth considering ?
up to £1000 i'd imagine is ok

The road rat is not ideal for touring due to the flexy back end and the pain the neck which is removing the wheel from the sliding dropouts with a carrier or guards attached.

You're not wrong on both counts! They are nice bikes, but not suitable as a tourer IME.
I think, if you're loaded up and touring, you want an MTB with slicks and discs. Vee brakes are REALLY SCARY in the wet on Cornish hills! 😯
I've built tourers for myself and Mrs PP this year. Mine is an Inbred with Genesis forks, Hers is a Hardrock with P2s. Both are 9sp, both have the same brakes and the same tyres/tubes for ease of spares etc. They will both carry plenty of weight (See the trailer!) and are easily capable of non technical off-road trails.

I wouldn't do anyhting other than light, short tours on a 700c bike having used the MTBs this year. They are just so much more practical and usable. 🙂

Yeah maybe, but you try using them poxy rim brakes to stop you, fully loaded, from 35mph in the wet......!
Why not a tourer with discs?
The only downside to the rigid MTB idea (assuming the necessary mounts are present) can be heal clearance with panniers due to relatively short chainstays.
Had a roadrat for a while, sold it because of the inconvenience of removing geared rear wheel when running rack & guards.
Shirly this is what a 29er inbred was made for?
