Young fried of mine is off for a few months riding around africa in the summer, he has a budget of between 300-700 for either a new or used bike. Mainly tarmac but some dirt road as well
i've suggested the ebc tourers and cx bikes and the tricross they have on offer but thought i'd see what else folk would recomend

Croix De Fer would be a good start. Something in steel so that if any breaks or cracks it can be welded easily, tell him to take a few spare sets of pads and spokes.

I've just come back from touring South Africa.
My choice was a stumpjumper evo 2nd hand 29er hardtail
1x10, it was my first 29er and I feel I made the right choice. I used renegade tyres front and rear, three bags. sleeping stuff on the handle bar, food bag on top tube and a pod bag off the seat post tube. Worked great for me, I could still ride the single track with ease. The front forks I used was fox 100mm. The unsealed roads was corrugated for hours and was so pleased to have front shocks.
Run tubeless, the thorns are as long as your fingers
