anyway to tune the compression damping on an oem recon solo air with no external compression adjust?

Oil weights will be the only way - but why you want to alter compression damping anyway??????

Adding oil into the lowers wont harm them? Ive done the same to my Lyriks and Pikes (both had almost zero in).

If they are diving too much its spring rates that are wrong. Increasing oil levels will increase ramp up but not alter initial spring rates. Increasing compression damping will slow dive but not eliminate it and will produce other undesirable effects
