you could just trim a 2mm section of 10mm o/d 6mm i/d bushing

that would act as the packer to take the qr skewer load to the tuggnut. The qr could than still tighten up against the bushing end/tugnut face without the top hat bit...
thats one option i actually have a bit at the min that was 20mm diameter but 10mm deep and it has the correct 2mm depth 10mm bit and a 6mm bore i just need to reduce the depth of the 20mm diamter bit dwon to 2mm but judging by the amount of rubbing it took to get it to fit in the flange area i think knocking off 8mm and keeping it flat would be impossible ;-(

No promises yet, but just nipping down the shed to play lathes.
oh i wish i had a lathe , i sat for ages yesterday with a file reducing my outer diameter to fit the inner flange of the tugnut and now it does but like i say ive no chance of removing the full 8mm of depth with my file and keeping it flush ;-( fingers crossed lol
