A sort of Primaloft layer crossed with the material they made the Red Dwarf out of.
If they fit, Pearl Izumi Amfib are ace. Wind and water resistant, fleece backed.
Anything wrong with the ever growing range of DWR treated softshell options?
Or even just using some wash in DWR on a thick roubaix pair?

About twenty years ago I had what I can only describe as, erm, 'snug' fleece leggings (stockings?) but this was back in the day of Ron Hill Tracksters being acceptable leisurewear...
They were so comfortable for cycling in all conditions, I mourn their passing.

You'd probably cook your legs in Primaloft in anything but sub-zero, but XC ski pants are probably closer to what you're looking for? Getting leg wear sorted for sub-zero cycling is quite tricky as I know from racing in the arctic - a pair of thick fleecy tights and windstopper over-trousers was too warm for -10C. Going to be trying some X-Bionic tights and windstopper trousers for this year.
I use fleece( as in the stuff jackets are made from but stretchy tights. Ace.
Road or off road use? After spending lots of last winter with numb feet because the amount of cold wet mud spraying onto my legs chilled them regardless of them being water repellent or not, this year i have bought some very lightweight waterproof overtrousers. I figure wearing them over some light tights will buy me an air gap to keep my legs from getting chilled. Someone i know tried it last winter and now swears by it- in the past I've tried it when it snowed because with my old waterproofs it was the only time it was cold enougj to be comfortable!

The gore power thermo ones are comfortable,
Endura Stealth Extreme. Waterproof. Roubaix-type lining. So toasty I can only wear them a few times each winter - AND I LIVE IN THE FRIKKIN' CAIRNGORMS!!!

Got some very cheap Mountain warehouse ones, runners type. Do a great job. The bit behind the knee is of a much lighter material, makes it very comfy.
(I secretly like winter because when I finish the ride covered in slushy frozen cack I can peel off the tights and am instantly clean!)

Can't ever recall having cold legs out on the bike. Extremities yes, but never torso or legs.
Same here too - legs below knees don't seem to feel the cold; I could prob get away with thick quality shorts all year around.
Toes on other hand do suffer in cold weather.
Another for the Stealth extreme, when they work they're great. But, I've had two pairs which both suddenly decided not to be waterproof any longer, both were replaced by Endura/Wiggle.

I have some old Scott bib tights, that have mix of fluffy warm sections and stretchy softshell. Wash them with DWR now and again and they are fabulous - shins and bum are soft shell, water just flows off, and even if it did get wet, dries really quickly. The warmer thigh and calf area is more breathable and not windproof, so I don't overheat as much as in my Endura bibs. They are a superb bit of kit.
Still have some of the Endura winter bib longs, pretty good - roubaix (I'd call it fleece...) material, some sort of shin shield, zips -- great for rubbish weather. Must be c.15 years old now.. Not all Endura stuff fails after 3 washes - still have an Endura fleece top from same era, and original MT500s (the stretchy robust kind that don't tear..)

really? tel Morvelo, their customer service is pretty good, and clearly your tights shouldn't have done that

Yes. Honest guv. I did contact them. I was fobbed off ,with a 20% off voucher for more bibshorts.
As I said , very disappointing .
Another vote for the Lusso Maxrepel. Plenty warm and not expensive.

I'll also vote for old style wool/acrylic mix with a chamois liner. From Barry Davies' shop in Bangor. As this was 1983 I doubt I am being helpful but they are worthing keeping an eye open for. The embroidered Campag logo also makes me a superstar!
I've also used the Lusso Max Repel and they were good but not as good as the AmFibs IME.
I have a pair of Endura Stealths Lites- they only get used in 'biblical' weather so are probably the most under-used item in my wardrobe! Experience tells me that if my thighs start feeling cold when riding, it's time to layer-up and head for home
Another to throw into the mix would be Castelli Nanoflex, pretty water-resistant and warm.
