Is this the right stuff, and can it be used on a carbon frame?

Yes, but only 70% I would assume the 30% is water. That might be ok for what you intend to use it I don't know. Amazon has some purer options

I'd say go for 99%
search ebay for isopropanol. I've had from "the solvent shop" before

Basically don't use acetone, or buy a carbon On One. Very little you have around you will hurt carbon resin and in any case often what you're looking at is a fairly typical clearcoat anyway.

Brake fluid's probably the exception, even some high quality carbon parts lack resistance to dot 4 and 5.1, raceface bars frinstance.
