Is it possible as I've swapped the forks from 130 to 140 and I'd like to lower the front end by killing the 1cm of the headset which sits between the fork and frame?
The headset says its a Feimin FP-H856E for 44mm ID - the bike is a pinnacle ramin 2

Straight steerer on the forks, then yes, tapered steerer, no.
No need though. You won't notice the difference
Like nickjb has said with a 44mm head tube the only was to run tapered forks is with an external cup bottom headset. If you are lucky and happen to have a straight steerer With crown reducer then all you have to do is swap your current ec44 bottom headset for a zs44 bottom headset.

A couple of mm maybe but really, it won't make any difference.
