IHN I'm not convinced he'll be able to pedal. At least to the degree needed to break the record.

As for the bike on eBay I remember quite a few TT bikes like this before 1989, which was the year Greg Lemons showed the world that Tri bars were the way forward. You should have seen some of the TT bikes of the 70s/80s.
