Hello if i buy a stem at 60mm length with a 10% rise does the length become 50mm?? ❓

No. Assuming by "10%" you mean 10 degrees, it becomes 60*cos(10) = 59mm.

He's right unless you're talking 20+ degrees, rise makes little difference to the effective length.
