Does the seat/post even belong to the same bike as the down tube? The more I look at the pic the more levels of wrong I come across.

For small people wanting to ride 29er bikes. I thought the geometry started to go wonky if they made them too small.

You appear to have lighting truss in your house?
The seat post is to the side of the frame
much more of a problem than the bars
Ideal mount for lights, nice and high above the hoses and cables.
