Unless your ban is anything you get is "new to you" ergo it's a new bike so you can't.
(possibly the wrong size for me as well, a 56 would spark some interest)
looks like a typical commuter/C2W bike - buy and stick every conceivable accessory on it.

In my entire life I've only bought 2 new bikes, and the latest one is 22 years old 😳 So yeah I think it has to include used ones too.
