....a set of black Niner QR carbon forks, a set of crest 29er wheels on QR hubs, a set of SLX brakes, a saddle with a 27.2 Thomson seatpost on it, a singlespeed kit for the wheels, a black 34t chainring....

What would you do? Bear in mind that there's almost no budget for this.

Mmm. Quite liek that - like Swifts in general, wouldn't have thought the niner forks would have suited.

Yes...but not from me. If you're interested i have an inbred 29er (18") that has the swappable drop outs.
Actually forget that, i only have the geared drop outs spare and the replacement single speed ones would cost almost as much as the frame.
