Silly stem angle question

I'm pretty sure it is but just checking, I want to raise the front of my hybrid and shorten it a 25 degree stem would work

Fairly local have advertised a cinelli pista track stem listed as 65 degree , its pointing down. Am I right in thinking this is plus 25 when flipped thanks

Yes, but I don't think all stems can be flipped.
