After riding in sub zero temperatures within the ride the lever wouldn’t compress, now after a bleed and new pads the lever feels wooden and loses power on descents. Is the lever damaged ie seals , cheers

Initially feels sticky and then the brake lacks power and throw on the lever

Freezing temperatures will solidify any water in them into ice, make oil more viscous and rubber seals stiffer. It's possible that the conditions have precipitated a failure from a pre-existing 'on the way out' worn condition. It could also be a bad bleed, or a combination of both.
My Zee levers fail as you describe when they're done, pretty much irrespective of conditions.
