Do I need the hub setting tool, does the rotor really need removing, and what cone spanners sizes?
I've come across conflicting information by using google...

No you don't need the hub setting tool, but if the cone has become too tight you may need a vice to grip the axle at the other side, otherwise the axle rotates with the cone.
Does the rotor need removing? No.
You need a 28mm cone spanner, and also something larger (32mm if I remember right) for the lockring. I used a big adjustable.
