As the title, the bolt-head has snapped off leaving bolt shaft in stem!
What's best to get out? Cheers
if it is the face plate then remove all the other bolts take of the face plate and remove by using pliers/molgips or putting a cut in the top for a screwdriver
If the bit that goes on the fork

drill out with small drill but will take a while with a steel bolt to do this
It's the steerer clamp. Tried drilling and made very little in roads with a cordless.
Must try with a corded and not over tighten the buggars in future!

Very important to use a good quality high speed steel (HSS) drill bit, use a center punch to make a mark to get the drill started, then I'd use a file tang in the hole to unscrew the damaged thread.

I did it with a standard hand drill, if you're careful it is fairly simple.
Can you cut it in the middle between the clamping sides this will releave the pressure and make it easier to remove the bolt. Also having the other bolt tight can help in getting the broken bolt out.
Pics would help a lot. Depending on exactly what's happened, I've seen shafts removed by running a hacksaw down the slot to unscrew the shaft. A lot depends on whether the shaft is loaded or not.
Does the shaft sit in an open thread or a blind one?
