Is there a special technique for removing the red rebound damper dial on the bottom of the fork leg? Is it just a matter of pulling VERY hard with a pair of pliers....?

Yes...just tug until it comes out in your hand (not pliers as it is soft alloy), or use a very thin screwdriver to weedle it out.
The O-ring makes it an excellent seal.
Magura post good instructions and diagrams for servicing the forks...mail me if you cannot find them.
