Is anyone using a Samsung Phone with TrainerRoad?

Do you need a usb dongle (Tacx Mirco USB dongle) or can you connect to a power meter using the phones inbuilt Ant+?

My S9 connected with a Quarq powermeter through Trainerroad with no problems. Didn't need any dongles.

Garmin HR strap and Galaxy A5 play nicely in Strava and OruxMaps (with no dongle). I think you'll be fine.
