Sorry if I'm asking a dull question but in mtb there are 2 bar sizes, 25.4 and oversize 31.8. Is that the same for road because I've seen a stem for 31.7mm bars but only see 31.8mm bars for sale?

31.8 is 31.8, standard is a very different game though. i think there are 3 or 4 "standard" size road bars.

i would venture that 31.7 is a typo

Search reveals Deda,

Doesn't surprise me in the slightest it being an italian company after all it was the italians who gave us all the "standard" sizes, does surprise me they haven't gone the whole way and just made a different standard

Mmm, I've got a Deda SuperZero carbon seat post on my road bike, its beautiful.

2 main sizes same as on mtb, but lots of odd small sizes too. Most new stuff is 31.8. 31.8 stems can probably be shimmed to fit smaller bars.

They've bought out a new size for road bikes I think, super super oversize, 35mm apparently.

0.1mm isn't much to worry about really
