9" nail, tap the cup in 3 or 4 points, so that it drifts out evenly.

just buy the proper tool -on ebay for about £7

old bars/pipe, as close to steerer diameter as you can find.
cut slits in it to make it into 3rds or qyuaters for about 3" of its length, voila one tool.
clamp the headtube in something that stong enough to hold it but not crush it, and go to town with a hammer.

12 inches of old broom handle - wood won't damage the frame or cups as easily.
