Yes, it's 27.5 and it already have a bump stop (bottom
out bumper).
It looks like a travel spacer to reduce the travel length of the forks.

Which leg: spring or damper?
Spring side. To be honest I forgot to put it in because it was not even in the manual. Will have a test ride today.
According to the spare parts catalog, that is item 11.4018.072.001: FRONT SUSPENSION CHASSIS LOWER LEG SOLO AIR SHAFT BOTTOM CUPAND BUMP STOP 27 - SID RLC A1/SID XX/RL B1 (2017+)
It goes in the lower leg to position the bump stop correctly, presumably without it you will only rely on the damper side bump stop (17b below).
But I was getting full travel before disassembly just fine. (95% I'd say)
