the rear hub of my shimano wheels sounds a little rough if I turn the pedals backwards.
do I simply need a new free hub body.
do I need a 15mm & a 16mm wrench to remove the old hub?

It almost always sounds rough running backwards. Is there any play in it?
A rumble when freewheeling/pedalling backwards is one of the first signs of a dying freehub, though its remaining life may last days or months.You'll generally need a 15mm,and 17mm cone spanner, and a long-arm 10mm hex key to remove it. The cheapest option may be to scour the internet for a similar hub, and swap the bits over, CRC had M510 hubs at £8.50 a while back, all the bits bar one spacer swapped straight into an M525 (and with purchase of one rubber boot, and swapping a seal housing over, will convert an M475 into a better sealed hub too), not bad considering the freehub RRP is £27ish.
