firstly is the pushed workings only active when its on propedal and also do you set sag with propedal on or off. Thanks

set sag with propedal off, i think the push bit works with pp on and off just more platform with it on but not as big a difference between the two like a standard fox,

Propedal setting is irrelevant when setting sag, it will sit into it's travel the same.
PUSH action affects the shock on all settings, but what propedal tune you asked for will determine the propedal level.
The PUSH is an overall improvement in damping characteristics. The Propedal is still how you select the level of damping.
