Singletrack Bikes has these lovely junior finishing kits down from £130 to £99.
Just picked up a set for my daughter's bike - bars are 19mm dia so nice small diameter for little hands, you get shims so you can use standard 22.2m brake/gear clamps.
Pedals feel grippy, but not too shin gashing!
