It looks to me like it's just a version of a McPherson strut. Ugly as sin. I guess it would allow more control of the front suspension geometry than a telescopic fork, so you could slacken the head angle as the suspension compresses, but can't see how it would be worth the complexity, let alone the ugliness and standover height.

Presumably there wouldn't be weight there for long.
We had this beauty in the workshop this week.
It's not particularly long, or low, but it's got the slack bit dialled with a c60° head angle. Unfortunately the seat angle was similar.
On the compliance front.. the wheels flexed horribly and the forks so much you could see down the seals.
