Carbon, steel or aluminium steerer?
On one have done at least 2 of those with their "carbon" forks.....

As low as you can get it without the stem moving then.........
I'd be starting at 4 or 5Nm and a slathering of carbon paste (given a normal 2 bolt stem, rather than anything exotic.)
