Bit of a niche requirement, but i was asked about this yesterday. Other than the rear axle or close to it, I don’t see a good location. The bike it’s for also has a pannier rack if that’ll give alternative mount options. Not sure I’d want to clamp directly to carbon stays.

I have something similar to this on my Moulton. It works ok, but I wouldn't trust it with the weight of luggage. Plus I didn't/wouldn't pay £40 for it. Worth a try if you can find one for <£20, though.
