He has got away with a £400 fine - and the cyclist broke his neck in two places in the 'accident'

Had the cyclist been 'careless', and knocked him down, breaking his neck, would he really expect anything as little as a£400 fine? I think not...

It does seem a tad on the soft side as far as punishment goes

You would think, though, if there is an issue with visibility, one of the coppers could step out and ensure the coast was clear.
Totally avoidable, when you think about it, and a man has been left with severe injuries, as a result.
