Depends what route you’re doing, done the Guildford to Brighton stretch on the downslink a few times on 33mm Cx tyres and it was fine so 28 may not be that bad.

I did it on my 100mm 29er hardtail with 2.2 ardents

If you mean the Downs Link and 28mm road tyres, then yes could could do it and it'll mostly be fine except for the bits where it's not and you're mincing around trying not to flat.

There will be a few bits where you're in danger of sliding on mud into a canal at this time of year.
