Where/how can I learn to do this? Do I need special tools, and how much do they cost?

first step buy rogers book.

I decided to buy a wheel jig but you can get away with just a spoke key (about a fiver) and a frame/ forks with zipties as guides. or build your own stand as per rogers book.
