Never heard of Sikorski bikes before. I thought they made big, fat helicopters...
Anyhoo, found this on eBay: http://www.ebay.co.uk/itm/Sikorski-Custom-built-bicycle-/251283055513?pt=UK_Bikes_GL&hash=item3a81a32399

I think the stem is the least of your worries

Too high and too long for what ?

Methinks the forks are to long for the frame. It's a Sikorski Chickadee by the way. I think frame designed for 80/100mm forks.

The axle to crown on mav sc32's is very close the 100 mm forks so won't mangle the handling unless it's a proper old school geometey. The stem is personal choice..what ever works for the owner..

Frame : Sikorski (Custom built frame) ultra light aluminium 1100g
Doesn't sound credible to me.
