Wondering if this is a bug or planned but my iphone now is able to use gps when airplane mode is switched on
hoping this is normal in the ios 8.3 as will mean all day battery life for gps related apps

Yep. Managed about 10hrs tracking for the Fred Whitton a couple of weekend ago with about 50% battery left at the end.

Interesting. As GPS is a receive only signal it would make sense that it works in Aircraft mode. Also regulations changing so perhaps it's indeed a good sign !

You've always been able to enable flight mode (which disables gps) and then re-enable only the gps ('location services') to save battery. But that was a bit faffy - this sounds like a good improvement.

In version 6 I think. They changed it in version 7 and it now finally seems to have come back.

It should do...GPS isn't a broadcasting signal from the device so it is fine...in flight mode you can't sync in real time as there is no data signal.
