I managed to loose one mid build, I need another one but (probably because of lingo I am using) I can't find one on the On-One site. They also are too busy to take calls.

Can anyone shed some light?

Nope, its a small boss that slides into another boss on the frame, above the front mech. It mounts the front mech cable.

A Cable Stop. It fits into the last cable guide above the front mech.

I have one - on an Inbred as it happens (hence I recognised what you were after).

Looks like you will ned to buy the 4-pack I linked to earlier.

The Shimano ones do have a brass insert and a rubber seal, so with the noodle and rubber boot do an excellent job.
You can cut the noodle off for the ends at the shifter and rear mech.
I use SP41 outers, preferably full-length.

Yes, these are cable-end sealed ferrules, recommended for SP41 outer.

You can keep or cut off the noodle and rubber boot as appropriate.

This link shows the sealed ferrule (without noodle and boot).

The 4-pack is Item 5 on this page...

I thought the split cable-stop was welded onto the frame.

The metal device in the picture is just an (overweight) alternative to mine.
