Doubt it. But maybe. Depends on the frame and fork.

'it depends' a bit - certainly brake choice is tricky if it's non disk.
but a number of people have done that, yes. Aesthetics can be a bit odd depending on fork choice.

Yes. A friend did this at my suggestion about 14 years ago with a Merlin (Steel frame from the UK shop, not the American Ti manufacturer). The only proviso is you have to use road tyres to get clearance.
Yeah I do exactly that and run 28mm tyres but could run significantly wider depends on frame (obviously the rear hub spacing is 135mm rather than 130mm for road wheels but you may be able to get adapters to convert or just use a 29er rear wheel).
Run mine with flat bars 1 x 9 and a carbon rigid fork.

700c x 28mm = approx. 680mm diameter
26" x 2.1" = approx. 658mm diameter
Different frames will have different clearances. If there are no seatstay or chainstay bridges you have a better chance.
26 inch slicks surely? Won't mess up the geometry.
I swapped a rockshox rekon gold to a Hylix 700c carbon fork, with no issues whatsover. It will obviously then take a 700c wheel.
Bottom bracket will be a bit higher, otherwise all will be fine. It was only V brakes that stopped this in days gone past.

700x32 slicks fitted just fine.
Not sure why you would. If it were disk I'd go 650b with slightly chunkier than normal tyres 1.5 slicks or something.

Yeah. Really. Some of the bits on that bike were donated by other STWers, so I have a certain guilt in not being able to get the bike back too. It's also made me a bit cynical about helping out other "needy causes" on forums as I'm not convinced it wasn't one elaborate scam from start to finish.

I made various attempts to have it returned when the recipient had purchased a shiny, expensive new bike for himself. Various excuses made over a period of months until he simply stopped responding to me.

i have 3 ti 26" mtb frames. 2 take a 700 x 35 cyclocross tyre, the other can squeeze in a 700 x 40 wtb nano. one was a ti inbred and already had disc tabs,
one was an unbranded usa frame ( v nice ) i got vernon barker to weld on disc tabs. the final frame takes v brakes with a wee aluminium extender for the larger diameter rims.
all are used as gravel bikes. i haven't tried 650b rims, but suppose should be ok
its a great way of extending the life of lovely frames
As said above, why not 26 x 1.5 or 1.9 slicks? BB won't go any higher than it already will be and you'll have a bike that can still be used like a mountain bike on steps and shortcuts etc, rather than a higher bike with skinny road wheels.
Used to ride my old Marin 89 with 1.5" slicks on. A fast, fun bike. Toured on a similar bike and Conti 26 slicks once.
Came in to say that a scandal 26" frame will take 700c cx tyres "pretty" easily (wheel slightly back in the dropouts)
Then saw scotroutes' comment. Made me all cross, that
