Must be a contender for longest-running for sale ad? Seems like several years ago I first saw it.
Some unsuspecting victim will snap it up eventually and with ebay's relisting policy it'll cost them nothing to keep it on there.

Nothing wrong with that frame - quite a nice little retro pub bike with some work done on it and obvs, a nice period seat post! Not worth 130 but prob £75.
The seller must have issues or be trolling. I really hope the latter.
You definitely won't see many of these on the streets here in the Uk
