The torx bit rounded out, the drill failed to shift it, now have a round hole with no edges and **** all way of removing the ****ing bolt!

Stud extractor tap. It has left hand thread, as you tighten anti-clockwise' it bites into chainring bolt and un- screws it

If you don't have extractors handy you may be able to use a dremmel to cut a little slot in the bolt head to allow you to get it out with a screwdriver.
Assuming it's really tight you need to break the threads away from each other. Use a hammer to hit some kind of drift on to the bolt head to do this.
Applying some heat always helps too.
