Hi,
I have a hope headset (07 onwards version), and there is a bit of drag turning the bars, whether i notice it riding i'm not sure, but it is bugging me, everything is tightened up correctly and it isn't seal drag from the top seal as i've tried it without, i've also cleaned and re-greased the bearings. Is this normal for a hope headset? Anything i could do to remedy it?

Does it turn if you pick the bike up and lean it from side to side?

Not quite sure about that model but earlier ones had plastic shims placed in the cups before the bearings were fitted. I found a few headsets had a binding in them and after much facing,greasing,head scratching.. i noticed that the shims had deformed and were squeezing inwards towards the steerer.

A sharp knife soon trimmed down the excess and they ran as smooth as a smooth thing.Bit of a pain but thats what caused the binding in a few i had fitted.I dont know the exact reason why they fitted them.
Not sure if thats the prob your are having though!

I had exactly the same issue on a previous bike. Trouble was, I didn't discover it until the shim had cut a groove into the fork steerer.
