Does say "each" but that's not decisive. Cane Creek S3 bearings fitted my Hope headset and cost way less, that's all I really remember...
probably singles - you can always return for free as it's CRC if not. Do you need top and bottom? If it's just the bottom then put the old top in the bottom and new one in the top.
Or if you find the size and race angles you might be able to get some non-hope ones that fit. Superstar have some and the bearings in my SS headset have been fine.

Hope will be each, 'cos i bought one from CRC, still in bag as original was fine (mistake). you pay more for INA stainless, one of the best reasons to get Hope in first place really. but others will work for a while if kept greased.
or the usual talk to Hope nicely technique may work, depending on your story :p
