Hi, i was thinking about getting some heli tape for new andonized matt black frame, maybe on the downtube, and usual cable rub areas. Think it would give the frame a glossy finish? or should i go for black frame protection?

If its a glossy tape, you will end up with a glossy frame.

I do have some for my matt black painted carbon 465...it's less glossy than 'normal' helicopter tape but don't expect invisible. I also found it not quite as adhesive/flexible as some of the brands (I normal get the Biketape stuff).

I have it on my carbon road bike. You can hardly tell its there.
