Perhaps something like a Salsa Fargo would tick the boxes? They're not cheap though.
Voodoo Marasa or the new Agwe, maybe replacing the alloy fork with a carbon job?

The one that I'm aware of is Open Cycles - UP. It;s a CX bike that will take 2.2 29er tyres.

I was going to suggest the [url= https://www.alpkit.com/sonder/sonder-camino-alloy ]Alpkit Sonder Camino[/url] but it will only take up to 47mm tyres in 650B flavour.
Second option is the [url= http://webshop.singularcycles.com/en/Products/Singular-Swift.html ]Singular Swift[/url] though that's more in the traditional XC type MTB style. The Kite will only take up to 42mm tyres.
You want a rigid 29er with steep angles like the Surly. I have something similar it's great on road and off.
If you want to be flash, try a Shand Bahookie.

I've been looking for something to fit all the stuff from my boardman hybrid that's a bit more stable feeling as the boardman feels a bit wobbly to me. That I could use on the road and the rough.

You could always build some 29er wheels if you want ~2" tyres, rather than 4-4.8" 😈
Malvern most /all cross/tour/hybrid have shorter reach to use with drops normally about 60mm and usually a bit shorter wheelbase, amongst other things.
I think that's why my current flat bar boardman feels wobbly, as it appears to be the same frame as the cx just with flatbars. My old pompino with flats felt the same too
