I'm going to try touring this year for the first time. If I get a GPS device,can I program it to use cycle tracks(sustrans) as opposed to roads.
I want to take the tracks and back roads as opposed to main roads,so I can just bimble about and see the scenery.

You can't program it in that way. You need to plan the route before you go and then send a track/route to your GPS.
Can you plan the route and send it off a tablet,nexus 10,or does it have to be a PC/laptop?

Assuming you have a USB port to attach the GPS to, I don't see why not. Try using something like bikeroutetoaster or osgetamap on your tablet. That should create a GPX file that you can download to the GPS.
As above if you use say Getamap (which i find very good) you can plot the route along any track you want, providing you know where your going, and the unit will follow it, you can upload routes directly to the device when your finished
