Question re frame sizes – when a manufacturer puts a recommended height range on a certain frame size, do they go on the adjustability of the seat post height to get this number or the ability to swap out the stem for a different reach? Or both?

Just generally based on body size & normal components.
How would they know if you're running a 300 or 400 post or 50 or 100 stem?
