Closest I can find is a Merlin Dual Slalom but the gusseting is missing . With that downtube, it might be a Saracen?
From what I can see online, the backends are different too, 'tis not just the gussets / lack of gussets. The one you've linked to has a wishbone backend, which (subjectively) kinda sits at odds with the suggested intent?
Trouble is ... (an' there's no criticism intended / implied here, but) it's pretty generic, and entirely typical of this type of bike at it's time, and there'll have been any number of fabrication plants turning them out for whatever stickering up they'd eventually get.
It's not one, but by way of an example, I've just rebuilt my 2004 Duncon Pitbut 4x, which has a similar look - that kinda short, squat, slack, lots of material look. That frame was welded up by either Merida, or whoever Merida used at the time ...
