Star fangled nut should have nothing to do with the rocking of your fork, all its meant to do is snug down the stem then tighten the stem and you can then back the nut on the SFN of a tad, to put a new one in, its a lot simpler with the proper tool, BUT I have found over the years its best just to go round the bottom row and tap them in a bit so when you put it in the steer tube it then starts of inline and not going at an angle, if you dont have the tool, get a Long bolt that fits the centre and knock it in with it, it needs to site in the steer tube about 10/12mm in.

With the fork rocking - i got enough spacers in there. Would it be the lower cup race, bearings need replacing

Is the headset tight enough? You know you have to loosen the stem bolts before tightening the top cap bolt, then retighten the stem bolts.

Did this today.

Threaded bar from tool station £1.88 the same size as the star nut (M6 i think).
A nut for the threaded bar (ie 10mm spanner).
A washer or i used one of those flat multi tools from a pound shop bike repair kit.

Just wined in on.
