I dont get it. how is it meant to do anything without taking apart the rear triangle? looks awful too IMO
A similar adaptor existed for forks...
from looking at it, it sorta allows a new set of rear wheel dropouts to move up and down, 3.5 inches of travel - epic

they were so cool in about 1995. its a parallelogram that bolts onto the dropouts, seatstays and brake bosses to give probably less effective travel than a modern 2.35 tyre.

You'll need canti/v-brake mounts to bolt it to, which will rule out many modern frames.
