Most but not all Downhill racers have no rear suspension and have it all in the front, as far as I know, but I'm no expert.

Apart from the delusion of the seller (price, use, seatpost length) there might actually be a decent pub bike there - at £40-60.
I'd worry about what the seat post might have done to the frame / welds though.
